Recently there has been increasing focus on service oriented computing to en-
gage existing services cross organizational boundaries in business collaboration.
The development of business collaboration requires an environment in which col-
laboration designs can be developed in line with legal demands, organizational
policies, business partner expectations, and so on. Furthermore, changes in busi-
ness collaborations and their policies must be manageable (de¯ned, veri¯ed and
versioned) and consistently executed.

We propose a policy driven mechanism for flexible business collaboration de-
velopment and adaptive management. Flexibility comes from the fact that the
process of business collaboration development is governed and guided by the
policies, which are used for appropriately chaining complex decisions and diag-
noses; while adaptability is achieved as changes can be managed with minimum
disruption as existing collaborations need not be re-coded when policies change.
The central notion is to explicitly specify policies and subsequently use them to
drive and constrain the process of business collaboration development.
